Removing a toilet seat with a rusty fitting

Hi

Apologies if I've got any of the terms wrong here, I'm a newbie to this forum (and pretty much to DIY, too).

Basically I'm trying to fit a new toilet seat but I'm having trouble removing the old one as the screws attaching it to the toilet itself won't come loose, even with an electric screwdriver. I've tried leaving WD40 on both the screws and the bolts underneath but they still won't budge.

I just took this picture of the bolt under the toilet - it seems fairly rusted up to me - is there any kind of tool I could use to loosen it or am I looking at getting a plumber in to somehow saw it off, etc.

Would appreciate any help.
