Removing paint in bathroom

Our new bathroom walls are really uneven with plenty of screw holes, lumps and bumps and chips showing through the paint, so I planned to smooth them down a bit and repaint.

Started to rub down the painted walls this afternoon and have discovered that it is one layer of paint onto the bare plaster underneath. The paint seems to be peeling off when I pull it's edge (in small inch square sections) leaving me with just the plaster underneath, though it's not consistent or easy.

Is this the best way to get down to the plaster so that I can do a proper preparation job? It's almost as if the plaster wasn't prepared before being quickly painted by the previous residents?
