removing radiator

whilst trying to remove a radiator in my front room, i turned the thermostat off and the lock shield clockwise. I found there was still water coming out of the pipe when i went to take it off.
Does any 1 know the cause or whether ive missed something, i took the radiator off in a bedroom with no problem
 
even with both valves turned off the rad will still be full of pressurised water
 
Then the TRV is goosed then, you will have to drain the system and replace the TRV is it an open vented system or a sealed system ?
 
then just get a basin or bucket and release all the system pressure from the bleed point in the radiator until it stops running , wont be a lot than change the TRV for one of the same size, you will get some water coming out but shouldnt be a lot
