Removing woodchip!

I have been using a steam stripper to remove woodchip. Unfortunately the plaster is coming off with the paper, and in one spot I can see the bricks. The wall seems quite dry and crumbly behind. I have tried scoring and soaking the walls but it isn't shifting and it's taking ages! Do I need to replaster the room? Please help!!
 
in short the answer is probably "yes" but carry on stripping the paper because if it is only patches the plasterer may be able to part patch and then skim the rest of the room.
