rendering mix for interal wall

Can anyone tell me the correct sand/cement mix to use for a kitchen wall prior to skimming? Had some previous damp problems and have been advised to use this instead of browning. Could do with advise on the type of sand/ratio of mix and do i need put any additives/waterproofers into either coat of render?

Any help much appreciated.
