Rendering over limewash on rubble wall

I have a rubble wall in the basement which is not below soil level and relatively free of damp.It has an old limewash probably over 50 years old which ids breaking down.I would consider EITHER
a)Re-rendering using a lime,cement and sand mix

OR

b)tanking with a tanking slurry,and finishing in a weal render with a thstle skim finish


OR a combination of the two

I intend to use KAS tanking slurry which is effective and economical.
