Rendering question

I am getting the front of my house rendered. It has already been rendered over once years ago but needs doing again now. I have ad someone out to give me a price and I am happy with it but he is saying the old render does not have to come off and he can go over it. Is this ok ?

Even though the house was pebble dashed then rendered now more render ?

And he cross grinds it in diamond shapes and preps it to take the scratch coat
especially if it has been painted at any stage..

as long as it doesn't interfere with window,door reveals and any brick vents should be replaced as they will most likely be recessed back when its rendered again.
