Repair hole in bitumen roof felt from the inside

There is a rip in the bitumen felt covering on my roof.

Ive tried Bostik Flashband tape - would not stick at all.
Ive tried Gorilla waterproof repair tape - very sticky to itself but still wouldn't stick to the felt and has just peeled off.

I cant apply any pressure to it because there's no surface behind the tear.

I've recently used IKO Stickall (not Stixall) on felt, does a good job, if you can get a patch on with another bit of felt, that might do it.
Extend the patch all the way to the bottom if you can, so if it's comprised, water will be carried away from the ceiling. (Assuming this is exterior?)

You could also screw a block of wood to that rafter, tight to the felt, to help hold it in place.
