Replace door, hinges etc with FD30 & get certificates

So I own a flat where the front door should have an FD30 rated one and all the bits that go with it. Strips, hinges, closer etc. And I need certificate(s) to prove it to whoever (I'm a freeholder).

I've put the job on mybuilder and I'm getting some prices ranging from £800-£1,400 as basic estimates but one reckons it can be done for about £250. I mentioned that the frame will likely need replacing and they said that with the intimitam strips it will be fine. Part of me wants to run a mile from this but I'd like to get some feedback. I have put quite detailed photo's of the current door and frame but none of these people has seen it in person.
 
The use of intumescent strips will depend on the fire rating required. A pair of my higher end properties are Grade II listed and as such some upgrades cannot be done. I've used intumescent strips without any problems and they didn't cost an arm and a leg. The biggest cost for you will be the fire door from around £115. Ask that 'builder' what he will supply and fix for his £250 because that seems very reasonable to me.

As your required door is a standard FD 30, then all the fire resistance around that door will also only need to be 30min fire resistant and from what I can see in your photos, conversion of door and its frame etc to an uprated 30mins will be easy for your 'builder' although somewhat tight on that price of £250; my guesstimate would be around the £350 mark.
 
So, when this door is fitted, I need someone to do a check of the installation. The fitter will provide certificates for the materials. I think this is the way it works. I was hoping that the company that does the fire checks for the building (8 flats and I'm a freeholder) would be able to do it but thry are not due to visit for a couple of years and the certificate is needed for insurance. So I've had a google but I can only find companies that do commercial. I might be googleing the wrong terms. What/who should I look for and what kind of price am I to expect?
