Replacing an existing building

I have read an article posted here about permitted development. I want to replace an existing falling down garage which I am sure falls within permitted development. However I want to use this building as a home office and workshop. I have read this may also be permitted but our local planning office no longer answers informal questions - they want to charge for a full permitted development certificate - which is a real shame because they were so nice when we asked about a summerhouse about 3 years ago. Any help out there?
