I had one side of my house repointed last year, the builders chased out the joints with what looked like a small angle grinder. The gritty dust was terrible.

I have a garden wall that will soon need doing where it faces the weather. Is there a less dusty way of grinding out the joints?

slow and hard work
the wall is six foot high and 30 foot long

the exposed mortar is soft enough to scrape with a (thumb) nail
though on the other side of the wall it seems fine

youve got 2 choices, easy or bloody hard work.only you can decide.

If you've got an SDS drill with hammer only setting you can get raking chisels for them- still takes forever and on tight beds you'll have issues but loads easier than the lump hammer and not as messy as the grinder. :)
