repointing external side of internally tanked wall

Hi guys, I'm looking for a bit of guidance please.

I have a single skin detached garage that has had ongoing damp and water ingress problems. I threw the kitchen sink at it last summer and tanked the floor and inside wallsup to about 4 or 5 foot.

The mortar on the outside doesn't look too clever, it's crumbly in places and I can tease bits out of one of the corners with my fingers. Its not all like that so would still need a bit of force to get out.

I don't want to damage the tanking so could you please suggest the least forceful way of raking out the external side? I have a raking out disc and a hammer/bolster, happy to buy something else if that's best.

The tanking is 2x coats ka tanking slurry brushed on, primed and gauged with SBR as per instructions.
