Repointing - what should I use here?

1930s house. It seems to be a sandy lime mortar between the bricks with a layer of grey cement like stuff over the top. What would be best to use for repointing? This corner by the front door is the only part that needs doing:

By "what should I use" I mean what kind of mortar and/or cement?

Hydraulic or non-hydraulic lime mortar? Just some kind of cement?

The rest of the house is built with lime mortar, it's only the front elevation that has this sandy mortar with this grey cement on top.
 
Hack out to a depth of approx 22 - 25mm and re-point in 4:1:1 sand, lime and cement.
Or, FWIW do it in 4:1 S&L or S&C.
After raking out use a wet paint brush to pick up the suction in the beds then immediately point up.
Dont bridge the weird DPC with your pointing.
