Maybe out of contest, but I once had problems getting a gas engineer for a kitchen that needed a gas pipe (was electric before refurbishment).
My usual engineer wasn't available and he gave me a couple of numbers of his colleagues.
I texted them and asked to "pass" a gas pipe for a new cooker.
They both immediately declined and later I found out why.
I called a third engineer recommended by an electrician friend and when told him about "passing" a pipe he said: "unless I install the pipe myself I wouldn't pass it".
So they thought the pipe had been installed by non qualified person and was already there and needed the paperwork.
I explained that there was no pipe at all and this third engineer came along and fitted it.
