Ripples in wallpaper after painting

I've painted my lounge with a required 3 coats of matt over existing wallpaper. It's come up good, but there are a few areas of bubbling which never settled back, so I've slit them and stuck them back.
What I would like to know really is there is a tiny bit of face filling to do as you'd expect, but I know that it's hard to cover filler without it showing through again. What's the best method to avoid this as I only want to touch up these areas rather than paint the whole wall again?

Use a filler like "red devil one time", then sand lightly with 180 grit silicone carbide.

To prevent the problem in the future, coat the walls with Zinnser BIN first, this will prevent the moisture from the emulsion from reactivating the glue.
 
Thanks for the advice. I've seen that Zinnser now you say it, and it's really expensive isn't it, like £15 for a litre or something like that. I thought that was more for blocking out stains and fire damage etc, but all the same thanks again :)
 
Grifter.

Bin is a shellac based primer and ideal for sealing resinous bleed and also blocking out odours, but it does have a multitude of other uses, used in the correct situations a superb product.
