rising main/stopcock packing

Am getting some drips around the handle of the indoor main stopcock.Think I need to add some fibre string into it? If so will I need to turn off the water from the mains outside? We have a key to do this.
Or should I just get a plumber to replace the whole stopcock?

I am not a plumber, i would be inclined to change the whole of the stopcock. you will have to take it apart to put in ptfe tape, may as well change it.

You will neeed to turn off the main stopcock out side, then turn on your cold tap to drain the water out of the pipes, even when this stops there will be some water left, so a towel may be a good idea
 
just turn it off then remove the outer nut, no water should escape from the spindle if the taps off. Can use ptfe rolled lengthwise to make suitable rope. then replace nut.
