Rockwool Sound insulation fire risks?

Hi, I was looking at lifting the floorboards in a room and putting rockwool down under for sound insulation from the flat underneath. Do I need to be worried about the downstairs neighbours lighting circuits that might be found under the floorboards, if the rockwool is laid ontop of them is there an ignition risk?

rockwool is made of rock and it cant burn.

but that wont stop downlighters getting too hot and catching fire -you might need those special flower pots that go on them
