Rookie Mistake - matt paint over silk

When I moved into my flat a few years ago, I went at the painting gungho and painted white matt emulsion over a blue shiny paint in the bathroom.

This matt paint now has tiny egg shell cracks running through it all over the room. As I am selling the place I want to sort this out but don't know where to start!!! Will painting over it with emulsion again work? Do I need to sand the walls first? Use a primer?

Any help/advice welcomed as I am a newbie at DIY and decorating (as the mistake will tell you!)

Sand it and the go over with Zinsser water based primer - then finish with emulsion - Put the £ of the Zinsser on the selling price ;)
