Rough sanding or scratching painted wooden floorboards

Hi I am installing a new floor on top of the original floorboards, I am going to glue the new flooring.

The floorboards are painted in gloss paint, which is in very good condition. I need to roughen the surface before applying the glue for better results.

I am planning to hire a floor sander. Though, it does not need to be properly sanded just roughened up.

I was thinking to use a wire brush something like that but might take a long time.

Any other way to roughen up the gloss painted floor?

I'm not sure that gluing down a second flooring cover is a good idea
 
The new flooring will be oak wood. The old one you can see in the picture.

Lay a skin of 4 or 6mm plywood over the existing floor boards, nailed or screwed on 150mm centres, then lay your new floor boards on top of that. Trying to remove all the existing paint, get a level surface and ensuring that you have a sufficiently absorbent surface to accept glue is just too much work IMHO
