A half inch router and preferably one of the more powerful ones (1800 watts plus) fitted with a good quality bit.
However, you can make multiple passes at shallow depth if the router is in danger of getting stressed. Also, it can be well worth making an initial cut with a jigsaw away from the cut line, then finishing with the routert.
