Running several lights from one switch

Working in the bathroom(large one) in a newly built house is it possible to run several lights (independant of the existing lighting circuit) direct from the consumer unit using one 16 amp rated PIR switch, and a four way junction box ,if so what would be the maximum wattage using 1.5mm twin & earth as the cable runs are at least 3 mts, also could I include a small undercounter type 20w flourescent tube in the circuit to be mounted behind a frame in zone 3 all the light fittings are double insulated and require no earth.

It is possible to run a separate circuit to feed the lights in a bathroom yes. It will depend on the type of load as to what type of switch is installed - if the loads are inductive they will require a heavier type switch as opposed to just resistive loads. Junction boxes need to remain accessable for inspection and testing. The maximum wattage isn't really a big issue, you need to design the circuit to suit the load - not the other way around ;) . I'm not sure on what you are getting at with the 1.5mm over 3m. An accessory can be placed in what was zone 3 as long as it is suitable for installation in that environment. Even if a class 2 accessory doesn't require an earth one should be run to it in case someone wants to change it to an accessory which does require an earth. All circuits in a bathroom should be RCD protected under the 17th edition regs. You should also note that this work is notifiable to your LABC under part P of the building regulations.
