rust-resistance under an earth clamp

I have a steel gaspipe to re-bond. It is in an integral garage so not heated but not very damp. Except where painted, it has surface rust. I can wire-brush it clean, but how do I prevent it re-forming? I was thinking about copaslip, or petroleum jelly as used on car batteries, or possibly painting over the clamp
