Rust stain external wall

Just had a new boiler. Old flue left a big hole which has been made good by the plumber. The flue guard that used to surround it had rusted and has stained the wall. Can I paint straight over this with masonry paint or does it need something first to prevent the stain bleeding through.

All help appreciated.
