Safety check for freestanding cooker why wasn't it done?

I arranged to have some appliances PAT tested and also specifically requested I wanted my freestanding electric cooker safety tested, in my absence.

The electrician had done all the PAT testing to plugged appliances but had not touched the cooker, which was annoying to say the least.

When asked why " this is not something that they would test outside of the realms of the EICR"

In my understanding an EICR would only check the fixed wiring up to the appliance, but not the appliance itself? Correct me if I am wrong.

I want my electric cooker safety checked. Who do I need to call?

It's a hard wired cooker with oven, grill and 4 rings

So are you saying that storage heaters, cookers and other hardwired appliances should all be checked, not just the hard wiring to them, in the EICR ??

The scope of an EICR should be decided before it is done. If you want it to include things like fixed heating equipment and a cooker, then the time to agree on that was before it was quoted for.
 
We say PAT testing, but really it should be called inspection and testing of in service electrical equipment. But there has always been a problem with items like the boiler, where to get access one may need to be gas safe.

There are also items, like vending machines, that are often locked. Where I worked, we had also problems with items like hand driers, as we needed to remove covers, and once removed then not safe, so the only way was for two people to do the testing.

I have seen adverts for so much per item, but the batching plant I worked on, we would take two days to test for two of us, and that was portable, it arrived and left as 22 articulated loads.

I would test the cooker is earthed/bonded. But would be wary of using an insulation tester, it would be so easy to damage an induction hob. But I suppose we should be using testing for emissions, it seems an induction hob can affect some pacemakers, I have a wave meter for my amateur radio, but I am not sure what would be a pass? Same with the microwave cooker.

The same problem when doing an EICR, the new landlord law seems to say any equipment which is not portable (under 18 kg or on wheels) should be tested, but the same as with inspection and testing of in service electrical equipment, as an electrician not sure if I want to remove covers from a gas boiler?

So really the electrics is split into three.
Under 18 kg or on wheels is inspection and testing of in service electrical equipment.
Non-current using equipment is EICR.
And that leaves, dishwasher, tumble drier, cooker, boiler, immersion heater, etc in limbo, and we need to ask specially (in writing of course as this is a safety thing, and all safety stuff must be in writing) for these items to be tested.

I look at my own house, and to cover the solar panels, inverter, and battery I would not expect a standard electrician to test them.
