Santon Premier Plus Unvented - User help

Hi,

I've just moved into a new apartment and the boiler is a Santon Premier Plus Unvented. Can anyone please tell me how this works?

There are two switches on the wall. One of them turns on straight away, the other one I switched on and the light didn't come on, but then when I went back to look later the light was on.

I'd really appreciate any help:)
 
The top immersion is for topping up, and the bottom one is on the off peak tariff.
