SATA cables II and III

Are SATA III cables actually any different from II ?
e.g more shielded ?

or are the cables I see forsale simply SATA II cables of old, that are compatable with III speeds.
They appear to have metal clips on the end.


Also on SATA power cables. I notice the some have an orange 3V wire.
What devices actually make use of the 3V ?

SATA 3 have a locking clip. That is the sole difference mandated by the spec. Everything else is just random variation by manufacturers.
