scaffolders tend to use the ubiquitous, off cut of plank, plus lugged bottom plate, then upright pole or tube.
this type of packing seems to suit all ground conditions if you were to ask a scaffolder.
changes in ground level is not a problem with a traditional; stanchion, pudlock, stretcher and under-sling type scaffold, though a reasonably level surface is needed for 'quickform' scaffolding.
