Scantronic 9651 default reset not working

Hi
Following a minor flood the alarm power got switched off, the battery failed and the alarm went off at 6.30am. Panel said battery missing and engineer reset required. No engineer code supplied when we moved in. Replaced battery tripping the tamper. Went through the process of resetting the board to default (nvm pins and kick-start) but this hasn't reset the system. Engineer code still invalid but old user code still works.
Any advice gratefully received.

Is it a EN version ? Enter code press 3 what does it say ?

Entered user code an pressed 3 but nothing happens just shows *
0 and default engineer code just comes up with invalid code

Tried it 3 times. Still no joy.
Guess it time to call in a professional
Daft question but does the reset have to be done immediately or do you have to leave it for a period after the power and battery are disconnected?
Also read elsewhere that on some boards reset is achieved by pulling the chip but thought this was a last resort.
