Screeching outside tap

Our tap in the garden screeches like crazy as you turn it on, although it quietens down when you reach full flow. Mains pressure in our house is high, so that may be part of the cause.

What would be the best way to try and fix this? I noticed that there is a a double 90º bend in the pipe just before the tap, I guess they did this in order to screw the thing to the wall. Could this contribute? See image:

Otherwise I was just thinking of buying a new, better quality tap like this one (http://www.screwfix.com/p/pegler-hu-bib-tap-with-check-valve/11558). Or do I just need to replace a washer or something?

You could try to refurbish your old tap, but for the cost of a new one, and the Pegler is a good one , I would simply change it.
 
If the current tap has a double check and has been subject to frost the plastic parts may have got damaged and are causing adverse turbulance, which in turn is causing the noise.

Better to fit a normal bib tap with a separate DCV indoors, if possible.
