Screed Flooring breaking up

Viewed a house today with a view to purchase, only major defect was the solid floor in one of the rooms. The screeding looked very sandy and was visibly lifting in many places.
The screed appears to be about 25mm thick and looks as though it will easily come up. Any suggestions on what would be the best and the easiest type of material to re-screed with?

i would say screed had too much sand, i would suggest rip it out and do again, pva will bond to it, but that will mean floor being higher, and you will not have solid foundation.

my neighbour has same problem, he is (so he tells me) waiting for builders to come back and rip out existing and do it again
 
Just to add on, the floor screed should be 50mm minimum
