there are two main sorts of screw that will not rust. Neither of them is black
1) brass screws (these are not very strong and the heads may break off or wear out while you are screwing them in
2) Stainless screws. These are strong and last indefinitely even outside.
you can paint the heads black after fitting if you want to.
You can buy black jappanned (painted) screws but these will go rusty.
You can buy zinc plated screws. These will go rusty if used outside, but not for a month or two after fitting.
hint: I used stainless screws and stainless hinges on my gate.
