sealing plaster and painting

i have just had some wall reskimmed over artex 2 weeks ago.
I was told by the plasterer i could paint straight onto it. However on doing this in some areas of the wall when i go over it with the rollor bits peel off.. i have now sealed these bit and so far so good but now i am putting the main coat on other bits are pelling off back down to the plaster.

If not for the plasterer saying this i would of sealed the whole lot first but as he is the one in the so called know i followed his advice.

any advice please. do i have to seal the whole lots and can i seal over the undercoat before the main coat is applied.

It doesnt need 'sealing' it just needed a mist coat (a thinned coat of matt emulsion.

The reason its flaking is because the water content of the paint you applied has soaked into the wall leaving just the paint film on the surface....by thinning it the paint itself can be absorbed into the wall along with te water....thus locking it onto the surface.
