seaside house floor

I currently live in a seafront property, buily in 1856. The floor in the dining room is built basically straight onto what I assume is the sand! The tiles are slate, with random bits of concrete poured here and there. Water comes through the tiles, and we are left with damp patches all over the floor.
Thing is, we are only renting the property, we need a short term soloution (2 years). Obviously I know we can't just put something over the top, but we really need to do something, any advice? If it was my house I would get the lot ripped up!

No solution , but I am intrigued.

Were you informed specifically of this when you signed the contract ?
 
report the problem to the house owner and tell them its a potential health problem and you want it sorted.
