in Nov 2014, national planning policy was amended to include an affordable housing contribution exemption for self builders and small developments of 10 units or fewer. July 2015, two councils won a court case against central government and the exemption was withdrawn.
Reading the latest copy of BuildIt, they have a small article saying that the DCLG won in the Court of Appeal on May 11, effectively overturning the previous court decision and national planning policy has again been amended to include self and small scale exemptions
