seized stop cock

hi there i need to turn off the water at my internal stopcock but it seems reluctant to move i used a pair of mole grips a few years ago on another stopcock causing one of the handle grips to sheer off and i dont realy want to go down that road again any ideas on freeing it would be great thanks

Personally, If you can shut off the supply in the street, then replace the stopcock for a nice new working one.

You could try backing off the packing gland, see if it free's up the spindle.
