Should I put a DPM on top of floor joists?

I have just moved in to a 45 year old house which is cut in to a hill side and is known to have always had a bit of water running under the floors which there is after rain. The floors are suspended wooden floors and after inspection, their joists have about 20-30% moisture content but no sign of any rot and the air bricks are all clear. The problem is the musty smells and damp air coming though to the house via gaps and old pipe holes etc. My plan is to lift the boards, treat the joists, insulate between joists, plastic membrane over joists, plywood and finally engineered flooring. I was happy with this until I read on one of the forums that I could create problems putting a DPM under the floor. Any suggestions?

If the timber joists in the voids are damp there is not enough ventilation or if it gets really wet down there it needs to be drained or pumped. Find the cause of the problem. There should be no need for a membrane in this type of floor. If you're planning on insulating you should be able to seal the void from the rest of the house if you're thorough with the installation.
