shower shudders

Have a 'new team' shower . Works from a Worcester Combi. At lukewarm / cold setting after about a minute the attachment and water starts shuddering ,,,, Its a bit like when there is a air-lock in the system when you turn on a tap. This seems to only happen at a this lower temperature. Is it a pessure thing ? any ideas anyone ?

Ive noticed that this only happens when I start from a cold setting and move to lukewarm. However, if i start on hot and move towards lukewarm, there is no vibration. Could this be a pressure or valve thing ?
 
I have absolutely no idea of the cause, but when I fit showers in work, there is a procedure for commisioning them, and this happens when they are going through each heat setting.

How long does it shudder for, is it constantly?
