It could be a number of things.
1. Water pressure
2. Faulty element in shower
3. Faulty wiring (damaged)
4. Faulty switch/pullcord
5. Faulty mcb (unlikely but possible)
6. Faulty mains supply (very unlikely but slightly possible)
