Shrubbery border

Our front garden is on a busy road and having a very low wall (1ft) it isn't private.
I'm wanting to plant some low maintence shrubs which will grow upto 4ft tall (just above car window height) and was hoping for some ideas

How about old-fashioned privet - makes a good hedge and easy to keep in shape. The green stuff grows about 45cm/year and the nicer-looking variegated variety about 30cm/year. Will grow to 2m or more if you want it to and isn't bothered much by traffic fumes or strong winds etc.
