Plant and shrub ideas for under low window

Hi, I'm looking for some advice or ideas on what to plant under my window in the front garden. The window is about 3 foot off the ground and was looking to add some planting underneath. I would like some colours during the summer and if possible stay green through the winter months. I've attached a photo of something similar I had in mind but I dont know the names of low shrubs/plants to get.
