Side doors on upper floor with Juliet balcony

Ok so probably a dumb question but i have been through the planning requirements online and am more confused.

We are about to put an offer in on a house which is next to a national forest. The house has no windows overlooking the forest. Massive pity.

So we are thinking of putting in two doors upstairs with juliet balconies.

Now I am assuming that i will need planning permission even though the property overlooks no one. or has to be non opening obscured which kind of defeats the purpose.

Would appreciate if we have to get planning permission and building approval? And two what would the actual building cost be? The house is in Essex

Check the planning consent for the building. There may be a condition that there are no windows on that wall. You can still submit a planning application for the window, but your chances of getting it approved are somewhat lowered.
