sirrus ts 1850

I have a sirrus ts1850(antique) shower. My problem is that to have a hot shower i have to turn the bath tap on slightly or all i get is cold water.When the bath tap is slightly open the shower works perfectlyas soon as i close the tap the shower runs cold.
It runs of a combi boiler,

silly question maybe, but how long has it been like this?

Hi the shower is about 2 yrold, the problem started about 2 mth ago. i'm thinking it has somthing to do with the cold water pressure , because when the water board was working on the street the tap pressure was slightly lower and the shower was ok.
