When I have decorated I have always 'sized' the walls before papering.

Unless the walls are painted then the walls should be sized prior to hanging the wallpape. This helps to stop the suction from the plaster or filler or what ever the wall is made off drawing the moisture out of the paste. You can use proper size, or thinned down paste, or thinned PVA sealer ( not to be used prior to emusion painting)
