Skimming for plasterer or decorator

Genuine question needing help with please. I had a recent renovation, majority of the walls were plastered (rather messily in my view) time for decorating but the condition of the walls might need skimming before painting - decorator saying they don’t do this, plasterer saying he was only brought in to plaster… do I need to get a separate person in to skim? Please see pics, I don’t think the walls are in a good condition To paint, do most decorators cover skimming usually (or something else to make them smoother)?

If that job is the 'finished job it's carp!!
The scrim tape is showing is piccy 2.

Looks like the plasterer only did the base coat and not the finish (skim) layer. He's not completed the job yet

WTF is that???
Plasterer saying that he was called in only for the plaster?!?!
New plastering job doesn't need someone to skim the walls afterward.
I hope you haven't paid the "plasterer".
He is not a plasterer.
