Skimming on dry lined walls?

Hi all,

Just about to replace the bathroom, a complete overhaul will be done.
Currently we have dry lined walls and you can see the paper coming away near the ceiling. I'd also like to get away from dry lined walls as they stain when wet.

We currently have artexed ceilings and I want them smoothed so was thinking of having the walls done too.

Is it a good idea to skim over the dry lined walls or actually remove it and have basic plaster board added?

Your suggestions are highly appreciated.

dry lining and plasterboard are the same thing, do you mean lining paper on plasterboard? If so you cant skim onto lining paper it will need removing first.
