Slow cistern leak

Hi, just noticed the toilet leaking. Took a picture , it's leaking from black seal in photo. If push black seal up it leaks more. Should the black thing be on the outside? Advice I had was it maybe should be inside cistern
All other parts are dry to touch. You can see a droplet on the wingnut


Any help much appreciated

Its normal for a rubber washer to be against the ceramic. Your problem is above that. You will probably need to take it all apart to examine the seals above ,but you MAY be able to tighten the wing nut a little to see if it stops the drip first.
 
Andy's right that there should be a rubber washer inside the cistern where the float valve is ,but the washer shown in your pic ,which is outside ,is probably not a sealing washer .its there to prevent the valve from twisting when tightening the retaining nut. Some valves are supplied with these and some are not.
 
Does it do it just when flushed??

leak may depend too on the type of close coupled cistern it is.

It could either bolt right through from inside the cistern then bolted underneath the cistern then the cistern goes on with a doughnut and then tightened from underneath the pan platform with wingnuts. The cone washers go inside the cistern holes to provide the seal

or it could be a metal plate secured by the flush valve nut that then uses captive nuts attached to the plate that then locate the cistern down onto the pan with a different doughnut.

need to know which one you have. Looks like new bolts so assume you have just changed them so know which one it is??
 
Thank you for the help guys, got the kit and told my partner I'd do it tomorrow she informs me she called some one out for next week via insurance. I'll attempt it Sunday so if it's not right it won't be long before some can correct it. This is my first time for any plumbing work
