Slow-filling cistern

Hello - Having been installed many years ago and operated without any problems since, the cistern in the toilet downstairs has begun to fill really slowly, with water spraying from a presumably broken component inside.

The picture below hopefully shows the offending part circled. It eventually fills to the correct level and there are no leaks outside.

To my untrained, clueless eyes, it doesn't look like something as simple as a worn washer, am I wrong? And can someone identify the type of plastic component I'll need if that's what's failed?

Most probably is just a new washer but not a standard one

Turn water off undo that nut and remove washer then take to plumbers merchants for a suitable replacement
