Slurry coat ?

Screed repair,
a cement slurry mix, I have read two different things?

One says, while it is still tacky apply your sand/cement mix

Another says let it dry overnight before sand and cement?

What is correct with a slurry please and why?

Tacky. But first take upthe suction with water spray.
