The Cyprus banks were taxed because they were full of Russian gangster money being Laundered.
Therefore knowing where that money came from
...'organised crime drug dealing,prostitution,people trafficking,counterfeiting etc'.......
Germany was still quite happy to touch that filthy lucre without a moment of hesitation disregarding its link to human suffering as long as it kept the Euro alive...
