Solar panel not working after rain penetration

Hi All,
This isn't an electrical question, but a trivial one concerning a small solar panel. I have lights in my garage run by a small 1.5w, 5.5v, supposedly waterproof solar panel, which started to flicker and then stopped working. When I opened up the back of the panel the rainwater ran out of it. It is now drying out, but I have two questions:
1. Is it likely to work again? (Everything is still intact, no broken wires etc)
2. To prevent this re-occurring, could I cover the panel with a transparent, ziplock type bag?
It's no big deal as I could simply buy another one, but would like to try and salvage this one .

This IS an electrical question but the answer to "1" is "Who knows".

Prevent the ingress of water in anyway that you can
BUT
make sure that you allow for the EGRESS of water, at the lowest point of the "system".
